I'm unsure how, but one way or another I got into a dependency mess on a Red Hat Enterprise Linux 6 server and ended up removing some core packages, such as those that allow me to rhn_register my system for updates etc.
At the same time, I needed the development packages for PHP 5.3 on Red Hat, but the package php-devel isn't easily found in the Red Hat repositories. In my RHN site I tried turning on the various channels but my server just couldn't seem to find the package.
In both situations, I was able to turn to Red Hat's Customer Portal and download the individual packages that my system needed. To get there, log into your RHN.RedHat.com page, go to the Customer Portal, hover over the Downloads tab and select Packages.
Searching for php-devel gave me exactly what I needed and I made sure to download the package designed for RHEL6 (the most recent being named php-devel-5.3.3-3.el6_2.5.x86_64
from the RHEL Server Optional repository). Thank you Red Hat for making this possible!
